Yes rear brake and yes he's using the slipper clutch and clutch.
Go practice what Marquez does and see how far it gets you ... an ambulance ride
I use the rear a lot for street, scooters, and dirt bikes, but very sparingly on the track. Wish I did more but I'm not up to the skill level to use it to settle the chassis or transition from side to side like the quick guys

Right. I don't recommend that you tap the rear brake at that time until you are fully aware of what will happen when you do it... And you've got lots of sick time saved up at your work.

It's a super moto technique that made it's way into race, its really only useful in tight corners like a slow hair pin.
I was watching a world super sport race round 9 brno. The 3rd place guy could not catch the 1st & 2nd place racers because he kept using the rear brake in almost every turn.
Getting the rear wheel to go slower than the front cause the back of the bike to step out on the approach to the corner. This allows you set the bike up earlier for the exit to the corner by having it pointed to the exit sooner.
Using the rear brake for this technique is a tool to keep the rear wheel turning slower then the front. Most of this slowing down is done with engine breaking and the rear brake is just used to stop the rear wheel speed from matching the engine speed. You obviously don't want to lock the rear wheel as it will send the bike out of control as it stops the gyro effect from keeping the bike stable. Jumping to hard on the rear break would only lock the wheel and cause an uncontrollable skid.
