It might just need a refresh or spring replacement
Either the seals have gone bad and it is leaking oil or needs a oil refresh OR the spring has lost its springy-ness and needs to be replaced.
To check the seals, click the adjusters left/right (make note of how many clicks). If they turn freely and easily the seals are okay. A sure way to check is to take it for a good ride and see if there is any oil leaking out from the adjusters.
To check the spring, push down on the seat and see how the bike reacts.... turn the rebound a good amount of turns soft and note the difference (should bounce up really fast) then turn it way hard and see the difference (should bounce up really slow).
If you're getting the same reaction from all settings, the spring and oil could be low/bad or just dirty.
It takes a lot for a shock to be thrown into the garbage.
