There is no sanding involved. It's a rubberized spray paint, also comes in...yup, you guessed it: dip form.
It's used to re-dip pliers, hammers, etc. with a rubber coating to provide both comfort and grip so you can use the tools more safely and comfortably.

If you spray it well, it looks good for a bit, but after a while it will begin to look somewhat bad. I got drunk one night and dipped my car. Looked great when I did it...it even looked amazing the next day after the sobering; now, however, not so much.
