They dont care. You mention being more productive and thats all they care about. If for some odd reason they do ask why just say you feel you'd be happier in a different dept. Happy employees work harder and influence others to do the same.
It would be in their best interest to give you what you want and they know this. Saves them the time of training a noob, the money they have to invest in training said person, and they would have to take a chance bringing in someone with poor work ethic.
Like you said your dept has a high turn around rate so they more than likely won't ask about it and just assume its the same reason everyone else leaves, your boss.

HR knows about the issues with my boss. But she consistently brings in big grants ($$), so they won't do anything about it.
I don't plan on following the grievance protocol. I'm just looking for an all-out switch. I am looking into transfers and will contact the manager there if I can.
I'm just looking for explanations I can tell a hiring manager if they question why I've only been there 9 months and am already looking to switch.
Oh, and Robb: I try to ignore her. I try to just do my work and not let her get to me. It's not working. Either I give too many fcuks to completely not let her get to me, or her bombardment of negativity and craziness is just too much for me to ignore.
Be truthful, but tactful. I would expect that new manager is definitely going to ask you why you're looking to move. You obviously don't want to say "My current manager is a mad, raving bitch and impossible to please."
But something along the lines of you want more autonomy / responsibility, or your current manager's style isnt' compatible with how you work best, etc.
9 months is not an unreasonable amount of time to want to move up or change departments. I had a situation where I was in a position for about that long and felt like I was being underpaid for what I was doing, and brought it up - very politely, and in a non-demanding way - and I ended up getting a promotion and a nearly 20% raise.
It sounds like the current boss has a reputation, and won't be a big surprise to HR - who'll likely communicate that to whatever other department you look to jump over too.

Or they just assume she's another one of the many... For all you know this broad could be BFF's with the HR rep or HR coordinator who gets to hear every little thing and gossip about it, etc..
