And you don't need any of that to just start it. Just battery and fuel supply (fuel hose to gas can). Of course you do need all that to test ride it.
My only large concern here is, why wouldn't the seller do a few hours work to make it much more sell-able and test-able????? If you have all the parts and are motivated, one or two nights work should do it. I don't get it, but in general I find many people hard to understand.
