computer lags w/ associated USB device disconnect sound
Recently I've had an issue with a laptop at work (Dell inspiron, small office no real infrastructure). I notice it mainly when browsing the internet (firefox) and I might have a couple tabs open. What happens is that it seems to freeze up or lag for a second and then resume and the sound associated with usb device connect/disconnect plays. It will do this every couple minutes and I can't figure out what it might be.
I know that my other co workers sometimes connect iPods and iPhones to charge through the USB port and use iTunes. I personally don't browse much past reddit, this forum, yahoo, cheeseburger and sites like kneedraggers. I've tried clearing the history/cookies/cache but no dice, and it continues after rebooting. It's intermittent and doesn't seem to have a discernible trigger. It's a windows 7 system and I use a USB mouse with it. I encourage my manager to update java etc when it pops up and he seems to do that whenever I prod him to. I personally don't browse that many unkown sites but no idea about my other coworkers (2 including my manager)
No downloading that I know of. I'm kind of limited since I don't have admin privileges and updating/rebooting doesn't seem to do the trick, but I can convince my manager to take actions. any thoughts/hints to help me diagnose and resolve?

It sounds like it could be an issue with corrupt drivers, faulty hardware or a loose connection for something like a media card reader, sound card, touchpad, keyboard, etc. If you know how to take it apart you could do that and make sure all of the ribbon cable connections are secure.
Also, When something gets connected/disconnected it will usually show in device manager. So, you could look there to see if anything shows up with a yellow "?" or "!". Try updating some of the drivers for the above mentioned hardware as well to try and resolve any corrupt driver issues.
Another thing to try would be disabling some of the devices in device manager like the touchpad (since you said you use a wireless mouse), and see if the problem persists. Although, you should be careful if you aren't familiar with it as you don't want to disable something that could cause you more problems.

definitely helps to start narrowing it down. 1) its a basic corded USB mouse. 2) I do not see any associated pop ups or notifications on the task bar that come up with the sound. 3) touchpad is usually disabled but I'll give toggle it once or twice and see if that helps.
Being that basic corded microsoft mouse, I don't believe there are any drivers specifically for it. what would be the recommended drivers to try to update?
It wouldn't be the first time a laptop has broken since they tend to get manhandled more often than not. Not a super demanding work environment, they just get shifted and moved around alot.

No problem. I just realized that I misread your first post about the USB mouse. Though it was wireless for some reason. Does it still do it when you are using just the touchpad, and don't have any USB devices plugged in? If not, you could have a bad USB mouse or the USB ports themselves could be going bad.

I tried plugging the mouse into the other USB port, but that didn't change anything. Trying to see if it happens with the touchpad but my manager and I are hypothesizing it's likely the mouse since it's old. I never would expect a bare bones mouse to cause the entire computer to lag like that so I guess we'll see. Hopefully that fixes it though.

Connection inside usb (Mouse or computer itself) is broken or shorting out.

Some old del models use a really less than ideal mobo that offers multiple usb ports in a form no different than a usb HUB. (all ports are on one wire)
AEB Computer only freezes when mouse is plugged. Computer is fine without mouse.
Try borrowing a friends mouse, or use your mouse on anther computer and jiggle the wire around.
