This is just based off the undertail shot in picture two. To me the right seems to fill in the gap completely.
Maybe create more of lip on the plug to attach inside the fairing. That may help with the application issue by having more contact to the inside of the fairing to press down.
If that makes sense. Just throwing out some ideas for you.

You're totally right I got confused for a moment there. The right plug was the 2nd one I worked on, the left side was the first so I learned from my mistakes by the time I moved to the other side.
The left side keeps poping out of place so odds are I will have to start from scratch.
I'll have to cough up another 100 bucks then I can finish the project and make copy's sell on ebay make some cash back.

Maybe a bracket that will fit over the passenger peg plugs once fitted into their slots? You can put that across then velcro or double sided tape it down. Hopefully you understand what I'm trying to explain because if it comes to me drawing a picture it's going to cost some $$$

I see what your saying but the thing is I'd have to start from scratch again to get it to work. Because as is the Velcro would take up space.
But for the hell of it I could try anyway not like I can ride the thing right now.

They look decent, but not Sheer Perfection, would anyone notice it's not a super uber fit nope. I could make more, but I'd have to invest another 100 dollars into the project to fine tune and make copies. As of late I've been more on building a track bike. If I had mold making stuff laying around I'd make you a set for free.

I actually have a friend of mine that owns his own body shop going to make the plugs for me. He said he can either make them bolt up or snap in which ever one would be easier for me to deal with. I figured might as well do the bolt in method since I'll already have the seat off to put the rear seat back on if my gf wants to ride with me.
