Generally, the company that is contracted to produce those tools wont offer the tools to anything other than a dealership, and in most cases the prices are high enough that you would'nt want to own a special tool anyway. However if its a non technical tool of some sorts such as a spanner wrench or a special spark plug wrench, they are often made available through the Yamaha catalog at your friendly Yamaha dealership.
I made one similar to that thing using a old socket of mine with my dremel.
mine was for a spacer on the swingarm pivot shaft. but the 03 is slightly different. a socket hand made might work for you too.
