Is it ok to just turn bike on and off

Alright so yea is it ok, bad or doesn't affect the bike if I just turn it on and off.
Like turn it on/off when:
I just want to hear it
After wash/cleaning/oil change,etc
Reason why I'm asking is because I had a problem recently and my bike died, battery needed replacement so I kept trying to get it to turn over, and doing that gets gas going to spark plugs and that caused me fouled spark plugs. Would my spark plus get ruined again if I just turn it on/off or could anything else happen?

As a general rule of thumb don't start your bike up unless you intend to get it up to operating temperature. This is so the condensation inside the motor has a chance to evaporate.

I have never heard of plugs getting fouled from a bike not starting.

This^. If you're going to start it, let it run for a bit. It's ideal to start it when you're taking off on it. You won't foul plugs by starting it...
