Closed throttle should be 15-17 and WOT should be 97-100

The manual has the correct values in it. If it’s off, it could need to be cleaned or replaced. Imho, it sounds like this needs to be done from what you are describing. Both replacement and cleaning are easy.
Min should read 15-17 and Max 97-100 for my year I believe. This afternoon I'll be cleaning it and if that doesn't solve it I will order a new one as I definitely feel it is now TPS related. Thank you!

Anyone else have any insight? I have a new TPS that should be here tomorrow and will update with the results. After cleaning the TPS it still has a short range. Once I remove it for the new one this afternoon I will also take resistance readings and share those.

When you say tilt... did you mean actually move the TPS sensor or? Like I’m trying to figure out to make them match the values if needed. I’ve been having a stalling issue and hope this resolves it.
