Won't go into neutral on a complete stop.

When the engine is off the bike will shift into neutral without a problem but when ON i struggle to put it on neutal when stopped. I have to get in neutral while moving. I have adjusted my clutch cable already, fresh oil change and still having this problem. Any tips on how to diagnose the problem? New to the bike life so my knowledge isn't that great

Mine is brand new. Since 0.3 miles I have not had a positive nuetral finder like all my Kawasaki Ninjas have... 2nd gear stop rolling. Only shifts to N with a standard downshift motion. My 2017 seems to like very little movement of the shift lever for smooth clunk free upshifts so perhaps I am over shifting and passing N.
