16000rpm vs 13000rpm

Not sure if this is the right place to put this but: Why is the 16000rpm redline on the r6 an advantage over say a 13000rpm bike? Assuming similar power, weight, inline 4, 600cc.

I would think the 13000rpm would achieve max power sooner, thus faster. I am thinking something to do with wheel speed, maybe?

higher the redline the more "work" an engine does.

HP is a relatively insignificant value. The true measure of an engines power output is torque. The HP of a motor is calculated by using torque and rpm (HP= Tq*rpm/ 5252).
If you can maintain a static torque output into a higher rpm range then you have more HP. A diesel does more work, but has a lower HP because they do not rev very high.
