Is your clutch cable broken?

No clutch cable is in good condition, I even loosen the clutch cable from the two bolts, put it in gear and roll it forward engage the clutch from the clutch fork lever itself and still nothing. The wheel still locks and drags, clutch not engaging for nothing

How long has it been sitting ?? I've had similar problems with dirtbike projects where the clutch plates have stuck/siezed and wont release. Have u checked the oil?? Try putting the bike on stand and shifting to 2nd while moving the wheel. Dont use the lever.. try to see if the clutch will break free rocking it back n forward

Sounds like stuck plates. Oil creates a glue like joint over time. Rock forward and back in gearwith lever pulled.
