Hypothetically speaking, If someone were to sell everything they owned and moved anywhere in the world, with the intention to get extremely good at Motorcycle racing, where would they go to get the most track time/parts/ value for the dollar? What class type would be most beneficial? The weather where I currently live only allows racing for a couple of months out of the year and I am looking for a place to do it year round. Cheers.

I would say the SE is your best bet for year round tracktime and value. But then you end up living in the deep south which isn't worth it imo.
CA is your best bet but it isn't cheap.
Outside the U.S. I can't comment, I suppose somewhere in Europe, though it won't be any cheaper.
