Like the title says, when I turn the bike on for the first time that day or after it sits for a while, it idles fine, but when I put it in gear and open the throttle to go, the engine doesn't rev up, it almost sounds like its shutting off. after the bike sits for a minute or so though it works just fine. Is that a throttle cable issue?

It is a 2009 R6, about 15k miles and the previous owner put on a Toce slilp on; maybe an air intake issue with what the Toce is putting out? You can hear the engine "correct" and get a bit louder after I rev a couple times.
