ETV is related to your throttle by wire system. Check your throttle servos and TPS.
etv fuse
etv fuse blows from a direct short as soon as you install fuse. the r/w wire leads directly into ecu would it be bad ecu? or what are the other wires from ecu to check?

i unplugged them all and checked for continuity and short in those wires to ecu and they all check good with no shorts to ground
