I want to buy them, do you know any store in Germany where I can find these?

If not do you know a forum where I can ask this?

Google pro grip tank pads, my bike came with these prevously installed. Not exactly the same as the one in your picture but it is the carbon fiber design. I'm not sure about how the shipping would be to Germany. Good luck.
